The TEDS Leadership team is comprised of visionary, experienced, and passionate leaders dedicated to the success of TEDS customers, partners, employees, and the company at-large. Their combined experience provides TEDS with strong direction and stewardship in every conceivable transportation issue.
Mrs. Deanna F. Ferrell, MBA is the Owner and President of TEDS. Deanna’s experience includes; Initiating and operating new business – three (3) including all research, licensees with federal, state, and local regulatory services, surveys, and necessary tasks in developing, starting up and continuing the businesses. These functions include writing the Business Plans, completing Marketing Analysis, and establishing Budgets and Forecasting. Deanna has extensive experience in Project Management, directing departments with multi-million dollar budgets.
Mr. Fred D. Ferrell, PE is the Chief Engineer for TEDS and has over 30 years of engineering experience developing and providing cost-effective solutions to client transportation needs. His professional experience includes transportation engineering and management with the Florida Department of Transportation (FDOT) along with the private sector. His transportation engineering experience includes expertise in access management, traffic operational studies, traffic engineering design, and intelligent transportation system development and operations.
Mr. Chris Walsh, PE is Vice President Transportation Engineering / Senior Project Manager for TEDS, with over 20 years of diverse experience in both transportation planning and traffic engineering projects within Florida, including detailed operational assessments of roadways, intersections and interchanges, safety evaluations, and traffic operation design. Chris also provides public and private sector perspectives which have been beneficial to public clients when long range planning, operational needs and funding considerations are addressed.
Mr. Mikal R. Hale, PE is a Vice President Civil Engineering / Senior Project Manager for TEDS. His experience includes design and permitting of over 100 projects including roadways, sidewalks, residential subdivisions, commercial development / redevelopment, utilities, and storm water management systems. Mike has the expertise required to complete a development project, ranging from initial due diligence through to final certification of construction completion. Mike routinely serves as the Senior Project Manager for TEDS on FDOT minor design projects.
Mr. Halley Ferrell is the Vice President / Data Collection Manager for TEDS. Halley is a graduate of Lindenwood University and manages the day-to-day activities of TEDS data collection program. Halley also assists the engineering and administrative staff at TEDS with marketing and graphic services. Halley brings great value to the TEDS Team with his ability to work closely with the engineers and data collection technicians to ensure quality data is collected and provided as part of the various traffic operational study and design assignments.
Mr. Rick Morrow, PE is a Senior Transportation Engineer for TEDS. Rick has over 22 years of transportation engineering and project management experience, the majority with the Florida Department of Transportation (FDOT). For 12 years he served as the District Traffic Operations Engineer and was responsible for all operational and safety studies, pushbutton designs access management, and ITS for District Five. Rick represented the Department in public meetings/hearings and in court proceedings, along with directing the Traffic Operations Department.
Ms. Colleen Jarrell, PE is a Senior Transportation Engineer with over 23 years of transportation engineering and planning experience. She has experience working on Florida Department of Transportation (FDOT) districtwide design traffic, districtwide traffic operations, districtwide community traffic safety program, districtwide access management, districtwide community awareness and corridor studies, as well as similar projects for county and municipal agencies. Colleen’s major responsibilities have included traffic operations, safety, project development and environment (PD&E) studies, and public involvement.
Mr. Alex Mims, PE is the Intelligent Transportation Systems (ITS) Design Manager for TEDS. Alex has been involved in various engineering designs, from the ground up for the last nine (9) years. Alex brings great ability to TEDS with his subject knowledge and design experience. His diverse background brings abilities for leading efforts completing ITS designs, ITS studies, civil site designs, traffic signal designs, roadway lighting designs, systems engineering analysis, and specifications development.
Ms. Susanne Williams, PE is a Senior Transportation Engineer for TEDS. Susanne has over 25 years of transportation engineering design and project management experience, the majority of which was with the Florida Department of Transportation (FDOT). For 11 years she served as the District Traffic Design Engineer, and was responsible for the production and review of signing and marking plans, as well as signalization and lighting plans. Susanne has served as the project manager and/or engineer of record on over 75 projects including 7 widening and more than 30 resurfacing projects.
TEDS is very fortunate to have well qualified staff meeting the needs of our clients. This staff includes engineers and technicians with the education and experience necessary to provide high quality products desired and deserved by our clients.
